The idea of closer institutional cooperation appeared in 2009, and emerged from discussions led at numerous conferences and meetings with the participation of the authorities, staff and students of both universities. Over the past few years, the partners have improved the ability to cooperate in various areas of social, professional and economic life. The last stage of these efforts was the preparation of the formula of this particular activity - which aims to improve the academic cooperation between Lublin and Lviv University, increase the exchange of students and academic staff, improve the flow of information between veterinary centres on both sides of the Polish-Ukrainian border on the basis of a newly created IT system, enhance further cooperation in the field of animal health protection, as well as to enhance present knowledge and skills of veterinary doctors in the field modern diagnostic techniques. Furthermore, the purchase of medical testing and IT equipment is planned for in the project budget in order to create an effective infrastructure for the practical training of veterinary doctors in the field of advanced diagnostic methods and in the assessment of risk management in the diverse critical situations of epidemiological emergency connected with the occurrence of infectious diseases and food safety.
As a result, there will be two well-equipped research and diagnostic centres used as the first line defence centres in a case of sudden epidemiological disaster. By doing this, the citizens of EU and the Ukraine will have ongoing monitoring of epidemiological situations and animal health. What is more, in so doing, the data collected will be processed and transmitted to the institutions involved in public health (and to other units), through several advanced IT systems of information distribution. Furthermore, direct cooperation in the implementation of the project and its continuation, as well as the intensive exchange of staff and students, will have a significant positive impact on the development of cultural exchange and neighbourly relations between Poland and the Ukraine.
The project titled: "Creating a Veterinary School of Advanced Diagnostic Techniques with specialized laboratories" is funded with EU resources under the Cross-Border Cooperation Programme Poland-Belarus-Ukraine, 2007-2013. The signing of the grant contract with the Ministry of Regional Development took place on the 20th of February 2013.
